Vaasa

My name is Rasmus Kupi. I am 24 years old and live in the center of Vaasa with my fiancée, but I am originally from Korsholm. I am studying in the Master's program in "Supply Chain Management and Social Responsibility" at Hanken in Helsinki and work part-time. During my studies, I have lived in Turku, Bergen, and Helsinki, but I have now returned to Ostrobothnia, where I like to live. In my studies, I have specialized in economics, energy and sustainability issues, as well as in logistics challenges.

In addition to my studies, I have had the opportunity to serve as the chairman of the council at The Student Union of Åbo Akademi University and hold a variety of important and less important roles in various organizations over the years. I was also involved in the youth council in Korsholm when I was a teenager, which gave me a good insight into municipal decision-making.

In my spare time, I work as a football coach and have extensive experience leading both junior and men's teams in Vaasa. This has provided me with valuable skills in taking responsibility and finding solutions through collaboration with others. In addition to football, I enjoy outdoor activities, and I’m always happy to discuss everything under the sun over a cup of coffee or in the sauna.

My key interests include strengthening the job market and ensuring that people can live a happy everyday life in Vaasa. I also want to ensure there are good opportunities for outdoor activities and sports, as well as addressing loneliness at all ages by promoting social connections.

Early childhood education should be free for everyone.

Early childhood education should be accessible according to the specific needs of each family. I do not see universal fee-free access as a goal in itself. By requiring a small, regular fee based on a family\'s income and size, we ensure that the municipality\'s early childhood education services maintain a high standard. Given the strained financial situation that municipalities face today, I find total fee-free access, even for families with substantial incomes, unrealistic. The current system also better ensures the availability of places and sufficient staffing. Additionally, municipal taxes would not need to be raised as a direct consequence of this potential change.

Schools should prioritize traditional textbooks over digital learning materials.

In primary school and lower secondary school, traditional physical textbooks should be prioritized (also because children need to learn to write well by hand), while it is gradually necessary to introduce digital materials as students grow older and can take responsibility for their own learning, for example, in upper secondary school. It is important that students learn to utilize technology and software, as these are essential skills that will be required in the labor market – anything else would be absurd. What is essential is that there is a peaceful working environment and that students\' concentration skills are developed, regardless of whether digital or physical learning materials are used.

It is important to provide all residents with equal opportunities for cultural activities.

The municipality should not categorically oppose this, but should promote different forms of culture. However, culture in its various forms cannot be free for everyone.

The municipality should introduce or improve opportunities for residents to influence how municipal funds are used through participatory budgeting.

The municipality should strive to ensure that the use of taxpayers\' money is transparent and justified. If possible, it is positive to utilize participatory budgeting on a small scale in addition to the political decisions made by elected representatives.

The municipality should invest in public transportation.

The municipality should naturally invest in good public transportation, also in collaboration with neighboring municipalities, to optimize the demand. It is important to monitor the usage rate and not overdimension the supply if demand decreases.

It should be possible to be a resident in more than one municipality, for example, through digital municipal citizenship.

At present, I don\'t see any reasonable model for this. Maintaining 300 municipalities where residents can be registered in many places seems illogical, especially in the future when many municipalities, far from larger cities, will face enormous financial challenges. In such cases, being symbolically registered in a municipality where one has a summer cottage could do more harm than good for the municipality, assuming that taxes are only paid in the primary municipality. The possibility of being registered in multiple municipalities can make it challenging for municipalities to budget and meet the real needs of their residents if the population fluctuates significantly in practice compared to official statistics. In my opinion, the current system, where one can temporarily register in another municipality or change one\'s postal address, works well as it is.

The municipality should better facilitate the expansion of renewable energy, such as solar and wind power.

If it were as simple as completely replacing non-renewable energy sources in a closed economy by building large solar parks and wind turbines, that would be great. Since reality is not like this, it is important to consider what kind of incentives larger supply creates. In a municipality like Vaasa, where there are not many large areas for forest clearing to make way for solar parks and wind turbines, this might be unfavorable for the green transition. At the state level, it should be seriously considered whether the current use of nature is sustainable, as we are selling cheap electricity to the continent, which increases demand, and offering international companies the opportunity to build, for example, massive data centers in our country, consuming vast amounts of electricity while generating profit and employing people outside of Finland. Placing solar panels on buildings, improving existing wind farms, and developing small-scale nuclear power are also good long-term alternatives.

The municipality should introduce anonymous recruitment.

It is beneficial to use anonymous recruitment for several reasons. However, it is challenging in today’s world with AI tools that can distort and falsify candidates\' real experiences. Anonymous recruitment is good when the recruiting side is well-trained and equipped with the necessary tools to make correct decisions.
